Soon the Temporary peace in 5th Division was going to be disrupted by the sound of the Senkaimon gate opening, and six Division thirteen members coming through, alongside a most unusual guest that was now along for the ride. Hopefully Division five had gotten his message by soul phone, and was alerted to the Hollow’s significance of remaining alive. As to what Hageshi-san needed the hollow for, Katsuo couldn’t answer. All he knew was, keeping it alive was a direct order for the lieutenant and 3rd seat Oyama themselves. He needed to follow that order without asking questions about it, he expected his brother’s division to do the same. The first to arrive through the other side of the senkaimon were the three shinigami up front, followed by the Hollow, and Katsuo Oda himself. Running up the rear were 2 more unseated 13th division shinigami. The 3 front shinigami moved to the back, and sealed their path temporarily from Karakura. Katsuo looked around division 5 barracks while keeping his Sai active, as well as the two unseated Hainawa spells on the hollow. They would not let this thing go until 5th assures them it’s safe. Katsuo worked too hard to capture this hollow alone. The quincy from earlier was a good distraction however.. He had to give the fellow some credit, even if he wouldn’t in front of his peers.
”4th seat of division 13, Katsuo Oda, and 5 other members have arrived, with the prisoner. I need someone to imprison this thing quickly so I can return to Karakura.. We need back up, it’s hell out there, literally.”
He said to any division 5 members at the gate present. Was the captain’s meeting still going? He didn’t see Tenzen or Arashi anywhere. One thing was on his mind; the life of Lieutenant Hageshi and the others in Karakura. The humans, and Quincy as well.. Most shinigami would find it good if the Quincy were to all be annihilated by this togabito.. But division thirteen is supposed to protect the balance, and also as many human lives as possible. Humans were a part of the cycle of souls just as much as the souls themself were. Protecting the things he loved about the human world; it was why he joined and stayed with division thirteen in the first place. He understood shinigami were a militaristic unit, and there was no way he would betray his home. However, the way he felt about the humans and the living world, not many shinigami felt the same. Katsuo was an Oda, and he was very much a warrior like them, except… he was soft, caring… he loved too much and hated too little.
”I’m not good with Kido, neither are these people, we captured it as best we can, and transported it here for better… chains? I guess you can say. You guys are supposed to be the best Kido people in the business, so do 13th and 4th a favor and keep this mean little bat locked up? Oh yeah; With something soundproof. Cause he screams way too damn much.”
Katsuo said, rubbing the back of his neck. He awaited division 5, but anyone could tell he was jumpy, and ready to get back to Karakura. He needed to. Oya and Shin… Lieutenant Hageshi.. They needed his help.

The muffled footsteps of an individual could be faintly heard as the man paced along within the fifth division barracks. The distant chatter and gathering of various groupings of individuals housed within the division seemingly drowned out every sound that emanated from him, including his own thoughts which he verbalized under his breath in a manner that was only meant for him to hear regardless of the surrounding volume. "Where could they have possibly gone off to..." His deepened mellifluous tone flowed from his mouth in a manner that was soothing even unto himself, inflections within his speech revealing that he was obviously perturbed by a situation that hadn't been brought to the light just yet, yet his face despite it all remained devoid of any expression; blank, unreadable, and difficult to interpret by any besides himself. His darkened amber brown dreadlocks seemingly swaying to and fro in accord with every step he took, controlled to some extent by the black headband which held them in place. His golden clip occasionally falling into the embrace of a ray of light reflecting it whichever way, only serving to compliment his deepened emerald green eyes which scanned the area with no sense of visible haste. The man had been searching for both the Lieutenant and Captain of his respective division; Arashi Suta and Tenzen Oda. He'd checked both living quarters of the senior members and scanned the perimeter of the squad's Baracks to no avail. Before the thought of checking the headquarters of the Kido Corps.
The man momentarily averted his attention to the sky whilst taking in a deep breath in an attempt to allay his growing irritation, before proceeding to turn around with the intent of heading towards headquarters. Within a few paces Eizoku would feel a vibration from his Denreishink, the notification upon it doing absolutely nothing to aid in his irritability. Before he had even had the opportunity to read the message in full, he could tell from the confusion and dismayed looks upon the faces of the surrounding Shinigami that he obviously wouldn't be too fond of what he was about to read.

"We have a Code Red in Karakura town, 3rd Seat Oyama Hoshi and Lieutenant Omoni Hageshi of 13th and 4th is currently confronting a Togabito. 4th seat Katsuo Oda of 13th and five Unseated members are going through a Senkaimon back to Division 5 with a captured Hollow that Lt. Hageshi needs. I request any available Shinigami assist in the elimination of the target. WARNING; Quincy in the area, DO NOT engage them.
Eizoku took another deep breath before turning to walk around to the most centralized area of the district in expectation of the arriving Shinigami, along with the questionable hollow entity. It was the most sensible location for an experienced group to arrive. Although the man of course had questions, being that he and his division would be the first individuals to encounter and detain the unwelcomed guest, he didn't feel the need to pry for more information at the time, because ultimately he would get an explanation on the matter without fail. With the captain and all seated members of his division being absent, he made it his responsibility to handle the situation without flaw or error.
The man proceeded to turn his attention to the division members behind him, although he was not one to yell to gather their attention, and time was short so the most effective means of drawing attention during such a moment when everyone was nervous and on edge, was to simply play on their current state of mind. The man for only a moment released his spiritual pressure upon the masses in a sudden yet quick spike before suppressing it once more. The attention of every Shinigami on edge turning in reaction out of fear and nerves, yet to prevent any further confusion or potential misunderstandings, Eizoku proceeded to raise his right hand signifying for the need of undivided attention, before he began speaking upon the matter.
"As you have been informed, we have a rather unusual situation about to occur, there is no time or possible way to dispute nor delay this impending affair. That, along with the current absence of both Captain Tenzen Oda and Lieutenant Arashi Suta, leaves us alone to deal with this situation, and we will without fail handle it with absolutely no mistakes. Your performance during this event will be a direct reflection upon the sense of pride, will, and discipline that has been instilled within you over time...a direct reflection of our entire division and our captain. As such, I will be taking over until this situation has passed, no objections will be taken. You will abide by my orders without question.
His gazed fixed upon the entire division with an unwavering will, poised confidence and pride so intense that it seemed palpable to the masses. The members nodding in confirmation, regaining their calm and composure before being given a briefing of the plan Eizoku had formulated.
A minute or two had passed by this point allowing a full briefing before the arrival of the Shinigami and captured hollow. Eizoku had been the front-most centralized individual in the area, whilst the others respectively formed a cube like formation around the opening gate. By this point in time a rather familiar visage revealed itself, whom held some form of relation to his captain. Before the young man could fully release his sentence pertaining to the current state of binding that the hollow was in, Eizoku raised his palm towards their location, still listening, before monotonously verbalizing,
"Bakudō #63: Sajō Sabaku"
Immediately in the midst of Katsuo's speech, a notably thick and lengthy rope-like chain would fly pass his face with enough speed and force that it would cause him to falter had he not properly braced himself for its passing. The chain overlaying the previous existent rather shaky binding spell which had been restricting the hollow prior, before it had even been fully out of the Senkaimon. Although normally such a spell would only bind the upper body of a subject, Eizoku's ethereal chains had bound nearly the full body of the targeted hollow from head to toe, restricting its ears to the furrowed fur portion of its upper body, and binding around its neck and jaw in such a way that it restricted the beast from opening its mouth or performing any form of movement without extreme difficulty and pain, that would ultimately prove to be in vain. Eizoku's right hand would begin retracting into a fist which in accordance with his set Kido spell seemed to cause its already tight locked binding to increase its grip to the point in which the hollow's wings would be crushed from the sheer securing force alone.
Releasing a nod, the remaining members of the division he had set up prior began their phase of the plan. In unison from both the squad of four on the right and left of the respective sides of the opening verbalized, "Bakudō #4. Hainawa", immediately resulting in the releasing of eight yellow illuminated crackling ropes of Reishi that reached around the bound hollow, three from each side respectively, dragging him out of the grasp and control of the arriving Shinigami. The hollow's body as a result would begin falling down at quite a notable speed towards the ground before Eizoku spoke once more, along with the two respective groups of members performing their parts alongside him, as they spoke in union, Bakudō 73. Tozanshō. Resulting in the formation of an inverted pyramid around the already bound and dragged hollow not even so much as allowing it to make contact with the grounds of the division. A second pyramid of a larger magnitude encasing the first as an extra precautionary method. The hollow had been retrieved and secured with no difficulty or damage. With absolutely no enthusiasm in his voice, Eizoku proceeded to speak towards Katsuo,
"Please relay the message that the hollow has been captured and secured, and take with you as many members who are willing. The remainder of us will keep things under control here, until someone arrives to retrieve this hollow...however I do expect an explanation upon your return.
With that, the man would nod in confirmation to Katsuo signaling he was safe and set to depart, and nodding once more in a sense which commended the members whom had actively followed the set plans. For they had all reflected finely upon the fifth division.

Under the impression that his division had accomplished its job and would only have to wait a few moments before members of another division arrived in order to retrieve the hollow, Eizoku's irritation began dying down. The report notification of a successful capture had also been broadcasted to the involved divisions. He could finally get back to his search for the missing seated members of his division he had been looking for prior. This settling would however only last for but a brief moment, before another notification would come through his Denreishinki that would once again dictate his mood.
Quote:"Please have the subject transported directly to the 4th division under and continued restriction and maximum security for further analysis.
There was no point in complaining or dwelling over the matter at such a point, in fact doing so would only take away even more time from his original task at hand. Without a moment to waste, Eizoku walked beneath the double inverted pyramids which contained the hollow, his index and middle finger upon his left hand erected yet separated in a form similar to that of a "v", whilst his right hand became fully extended with his palm facing upward.
"We are to transport this hollow to the fourth division. The most efficient means of doing so will be to place the subject into a forced state of sleep whilst physically transporting it by means of a squadron of men utilizing Tsuriboshi. The minute these barriers are completely dispelled, six of you are to utilize the aforementioned spell as a means to catch the incapacitated being and transport it. An additional six more of you, along with myself, will serve as a form of security to ensure that no unforeseen circumstances will impede our delivery. Do not mess this up...that is all."
With his statement being heard loud and clear, the members of the division without hesitation gathered to their ordered locations in preparation for the transport, the most able bodied and strongest of men taking the position to uphold the Tsuriboshi. The "v" like formation upon Eizoku's erected left hand began drawing closer to each other, whilst the initial squad who casted the outermost barrier canceled their spell, resulting in the complete elimination the outermost inverted barrier, whilst causing the innermost barrier to began reacting to Eizoku's gestures. This resulted in the spell closing in upwards into a shape synonymous to that of what was displayed upon his fingers. Causing the captured beast to further fall lower towards the tip of the triangle in a controlled manner. The tip of the bottom portion of the barrier opening ever so slightly whilst allowing the eyes of the restricted beast to be positioned and forced upon the raised glowing right palm of Eizoku which began illuminating a vivid yellow light, sending the hollow into an immediate forced slumber. With that in place, Eizoku turned his back walking away towards the exit of the division in a way that seemed to be devoid of haste, his left hand now falling in a relaxed manner to his, causing the set barrier to shatter and dissipate. Behind him, the rest of the assigned individuals could be heard casting Tsuriboshi, catching the restrained and sleeping hollow. After the stabilization of the spell, using their own bodies as the source of for the six point contact, the weight of the hollow would become regulated in a manner that wasn't necessarily too much of a burden or strain upon the members holding it. Despite his back being to them, he was still extremely aware of both the status of the hollow along with his surroundings, readying to react to whomever or whatever could potentially plan to halt their progression if necessary.
Without sparing a moment, the respective members performed shunpo as a means of expedited travel, pressing on at a rapid speed towards the fourth division. Hopefully the squad would be ready to retrieve the delivery upon arrival. Each member extremely vigilant and cautious of the hollow in their possession.[Central Seireitei -> Northeast Seireitei]

The Captains had done as instructed, each now concluding their reports. Throughout it all Shobatsu listened intently as they bickered between sharing what information they deemed critical enough for their Commander to hear. Unlike them, the Commander knew how to remain silent until his words were absolutely necessary, it is only then that he speaks in absolute truth, with absolute authority.
“Weakness.”
Though he speaks but a single word his voice cuts through the room once more. A calm thunder, its tone is neither raised nor whispered, simply said, and yet it demands the undivided attention of all those present before him.
“That is what my eyes see.”

The Commander looks on, sitting upon his throne. His gaze does not fall upon any of the Captains beneath him, but stares expressionless straight ahead, as though observing some far off future.
“Captain Mukuro.”
The Second Division Captain had stood trial on this day, and shown that even as an outcast, a perceived traitor, he stands in judgement of only a single man. Though he had raised his blade to the Commander, he stood today without criticism or threat when giving his report. The only Captain to have avoided the scorn of his peers, despite being the most hated man in the Seireitei. This was the luxury of fear, one paid for by skill and duty. Yet, it is his report alone that reflects on his failure as a Captain to maintain order within his Division. There were no outside forces for him to blame for the loss of those he is tasked with keeping in line.
“Under your care, ninety six prisoners have escaped from the Nest of Maggots. Ninety Six threats to the Seireitei now run rampant throughout the Rukongai. As such, you have ninety six hours to locate and capture these souls, as well as the one who released them. Should you fail, you will be stripped of your Captaincy, and expected to serve each inmate’s sentence yourself. You report that the Rukongai Districts have radicalized against us in light of recent events. They will give these prisoners refuge in exchange for harnessing their power against the Gotei Thirteen. The Onmitsukidō’s Patrol Corps will now work in tandem with the Seventh Division to put an end to both matters. You will oversee this personally.”
There is no mention of the Mukuro’s assassination attempt, no justification of his decision to spare the man, no explanation to the other Captains as to why Kyomu remained a Captain. It was not their place to interpret his will. Simply to follow it.
“Captain Nakamoto.”
Yū had been the most vocal about his opinions. He had allowed his emotions to overcome him, causing him to not only directly insult his fellow Captains, but seek to question the Commander’s leadership, demanding a change in policy. Ignorant to true conflict, he sees only the results of battle, only the outcome. He believed this qualified him to judge what is right for the Seireitei. However, did he honestly believe that his judgment was superior to the Great Judicator himself?
“From this moment on, Shinigami of the Fourth Division will no longer be required to stay complacent within the Sōgō Kyūgo Tsumesho. Instead, they will serve as a first response, expected to arrive on call at a moments notice. You will coordinate with the Eleventh Division, who will accompany your medics into battle when summoned. As Captain of Fourth Division, your jurisdiction now extends beyond the Seireitei’s walls and into the World of the Living, with those under you granted express permission to use the Senkaimon when under escort. The First Division will allocate the necessary funds, adjusting your budget for expansion as you see fit.”
On the surface it seems that the Captain’s insistent lashing out had paid off. However, while Yū is granted the expansion he seeks, the change in protocol applies only to his Division, rather than the Seireitei itself. This would mean that the Fourth Division, along with their Captain, would now be placed on the front lines, witnessing combat for themselves. Perhaps this was a lesson in disguise, meant to teach Yū not to insult the judgment of those who were forced to bear the hardships of battle. By granting Yū what he sought, the Commander has ensured that any blame for injuries acquired during conflict falls upon the shoulders of Captain Nakamoto himself.
“Captain Oda”
This is the first time that Commander Murasaki addressed Tenzen directly. The last time the two had faced each other, Tenzen was a broken mess, more monster than man, hardly describable as a Captain. Now he stands attempting to justify his existence before his peers, even invoking the Commander’s name without understanding his judgment. Why would he waste his breath? The Commander’s mercy was justice enough.
“Kiniro Yorugao is dead. His body was recovered along with the remains of Plus souls at the location of the Kōtotsu’s appearance. You will be granted clearance into the Shinigami Research and Development institute, so that you may analyse their remains. You will launch an investigation into the Dangai for any suspicious activity, then you will place an official report upon Lieutenant Oki’s desk, along with the Dangai Records you speak of. You have my permission to seal off the area of the Kōtotsu’s arrival, and will work with the Twelfth Division to guarantee that there are no abnormalities.
The congratulations of your rise to Captaincy are negated by your failure as one. Do you think so lowly of the Gotei Thirteen, that we would rely on a Hollow to defend us? Do you admit that you are undeserving of your role, so weak as to be a victim, so desperate as to count on the power of a Hollow? Remember that you are a Captain first, and Vizard second. You will not merely control your affliction, you will master it, or you will die a Hollow’s death.”

That is all that needs to be said to the man. The matter of his standing within the Captain’s Council and in the eyes of the Commander now settled. There would be no more discussion, no more distrust or unease about the man’s affliction. It is clear that the Oda lacks faith in himself, going so far as to select his words in order to manipulate the other Captains into promising his demise. Such a contingency plan may have been a comfort to Tenzen’s fellow Captains, but to the Commander it was only a sign of weakness. If the Oda really believed that he is capable of subjugating his inner demons, then the thought of losing control should never have crossed his mind. Why would he need a contingency plan if failure was not even an option?
“Captain Kojima.”
Maho did not have much to report, as he had explained. Unlike what Captain Nakamoto had insinuated, having a mundane report is not a sign of failure or warranting of ridicule. It meant that the Ninth Division was doing their job, that the Seireitei itself remained protected from outside threat. Enough so, that the Ninth could carry on playing their games and writing their stories without a care. However, as with the other Captains, Maho had sensed a change in the wind. His response to the Kōtotsu event opened his eyes to the fact that he cannot be solely responsible for the defense of the Seireitei’s walls. It is true, his division had been scouting the Shin'ō Academy rather fiercely as of late. Perhaps even pulling from their numbers those who were not yet ready to graduate.
“You will prepare for war. Continue bolstering your numbers, restructuring your ranks, and training your Shinigami. The Ninth Division will run continuous patrols along the Seireitei’s walls, and will form stations at each of the Four Great Seireimon. You will establish the Kojima Commando Unit, training your four strongest members to provide you direct support at the first sign of a threat. They will become an extension of yourself, so that you yourself will not become overextended. You will teach them shunpo, so that they may make the ten day journey between gates at a moment's notice, and you will condition their strength, so that should the need arise, they will be able to lift and close the Seireimon. You will personally oversee our security measures, and ensure that the Gotei Thirteen is prepared for an attack. You will have my authority to collaborate with the other Divisions in order to see to this task. Should even a single flaw be exploited, it will be you that pays the price. I will be expecting a full report once your analysis has been concluded.”
These orders...the Commander is not simply going about business as usual. He isn’t merely telling Captain Kojima to work harder just in case, he’s telling him to prepare the Seireitei for siege...no….for war. If there were any doubts about Captain Kagayaki’s sanity, about the nature of his troubling report, then they are subsided by the Commander’s orders to Captain Kojima. There was a threat on the horizon, and the Commander could see it, that much is clear.
“Captain Kagayaki.”
The Commander addresses his former Lieutenant. They had not shared words since the incident with the Aku Hachi Hakkō. During such an encounter, time was of the essence, and nothing had been said about the man’s sacrifice. What did the Commander think of the Kōtotsu, of the Gotei Thirteen’s response, of Higen’s usage of Bankai? Would he thank the Tenth Captain for his sacrifice, for saving the Seireitei near single handedly?
“You sacrificed your body needlessly. Living in fear of your own power, you never dared to tame it. That is why your body is broken. That is why your mind is fractured. You are no different from the Vizards that you hate. A victim of your own power, you claim your hesitation to act was warranted. Who are you to pass such a judgement? I told you once, while you grovelled at my feet, that you need only fear what you cannot control. Rather than seize this control you chose to wallow in your fear, you chose to hesitate and leave the burden of protecting the Seireitei upon the shoulders of your comrades. You did not act as a savior, you acted to rectify the problem your fear created, and in the process removed yourself from duty. Do not let it happen again.
Your vision validates Tenzen’s theory, and as well as my own suspicions. You will write a full report and submit it to Lieutenant Oki. Then you will report to the Twelth Division for a scan of your mind, we will see how your encounter with this being has altered you, as well as attempt to recreate the vision from your memories. Following this, you will report to Captain Oda and the Kido Corps, who will erase any influence of this creature, and prevent any further interference.
The bount your Division faced, as detailed in Third Seat Hyouzoku’s report, was Nicolas Klaus. Created by former Captain Ran'Tao of Twelfth Division, and defeated by former Captain Rukia Kuchiki of Thirteenth Division. Captain Kuchiki defeated the creature through the use of her ice elemental zanpakuto, Sode no Shirayuki. The outcome of this sealed the creature into a pocket world within a snowflake. When this snowflake lands upon the world of the living, the Bount is capable of escaping its imprisonment for a limited amount of time. Should this creature appear again, ensure its demise before it can return to the safety of solitude.”

The atmosphere of the room shifts, it is clear to even the least perceptive of the captains, that Shobatsu’s response to their business is concluded. This means only one thing. That now, the Commander shares why they are here today.

“For the past two years, I have stationed an agent within the depths of Hell. His task, to locate the Captains lost to the Shattered Dimensions event, dead or alive. His orders were clear, he was not to return without information on their whereabouts, at risk of death.
This evening that agent, Yami Mochizuki, knelt before me to report.”

“He claims that the God King has escaped Hell. This act is thought to be impossible by some. However, there is tell of a Togabito who once used the power of a Vasto Lorde to break his chains and be free of the grip of the Kushanāda. Vincent Bauttista, the former God King of Hueco Mundo, possesses power beyond even that. Along with our Captains, and the Quincy Empress, the God King went missing during the Shattered Dimensions Event. It was his absence that allowed me to restore the balance of souls by halving the population of Hueco Mundo. It is likely that this creature has been trapped in Hell, and has amassed enough power to break his chains and escape. I have dispatched an agent from the Eleventh Division to Hueco Mundo in order to confirm these claims.
This news coincides with the revelations of our meeting. Unseen forces are bringing forth forgotten enemies, tipping the scales of fate in their favor to see how easily we may fall. I see as they do. Hypocrites, who claim to protect the balance of souls and yet live as unbalanced men.
Doubt. Anger. Fear. These cloud your minds and corrupt your souls, distracting you from the only thing you must act upon. Duty.
You stand together as cowards, traitors, monsters, and fools. Forget your petty notions of each other, your opinions are of no significance. I do not command you to hesitate, to fear, to hate, I do not command you to dwell on your past, worry for the future, regret your actions, or hold your ideals. I command you to be strong. I command you to do your duty. To fight and die for the balance of souls. You will stand together and die as Captains of the Gotei Thirteen, or you will live bowing down in disgrace.”

“Before me stands the greatest souls Shinigami have to offer, but what I see are insects. Capable of carving through mountains should they stand together, and yet choosing to stand alone and be trampled. What I see is what every being sees. From the most insignificant of souls in the Rukongai, to the God King of Hueco Mundo. What I see is Weakness

Suddenly, the Commander’s Zanpakuto manifests itself between the rows of Captains, its marble-like steel blade impeded deep into the ground. Standing straight on end, its wooden handle points directly up into the air, as though an invitation to seize it, and pull the blade from the wood planks of the floor.
The Commander stands from his throne, rising to his feet. At his full height, elevated as he is, he towers as a giant above even the largest Captain. Without further word, he steps forward, onto the same level as those present. Then he begins to walk, slowly. His pace is casual, appropriate for a man of his age, as he moves past each of the Captains, eyes now closed.
He does not stop when he passes his Zanpakuto, but continues on without even acknowledging its existence. However, the moment his body moves parallel to Shihōken, the entirety of its blade immediately ignites in black and purple flame.
By the time the Commander reaches the door out, the light of the hall has completely died down. The Captains stand in darkness, illuminated only by the purple flame of the Commander’s Zanpakuto. Its flickering light bouncing off each of their faces. The heat is intense, despite its distance, feeling as though the Captains were standing on iron turned red hot. To touch the blade would undoubtedly sear their flesh in an instant, such was the injustice of their hearts, the price of being plagued with uncertainty.
The doors of the Captain’s Hall open, silhouetting Shobatsu’s hulking frame as he steps into their light. Before the doors can shut behind him however, the Captain Commander gives one final utterance.
“Do not leave this place until your blood has been spilt.”

“Per Third Seat Hyouzoku’s report, the bount could only remain in the World of the Living for a specific amount of time. After it was defeated and contained, it simply turned into a block of ice, and shattered into a million pieces. The frozen remains were scattered in the wind. Afterward my field agent secured his jurisdiction for signs of any more bounts, and there was no evidence of any. I was told a singular fullbringer was rather.. aggressive toward Third Seat Hyouzoku, but the tensions were calmed. That specific fullbringer was the only one to have encountered Shinigami before, once as a child..
The Night of his parent’s death.
The quincy’s presence on the other hand was even more insignificant. It is likely that their hierarchy is still in shambles after the destruction of the Wanderich. I was told nothing of a unified Quincy front.”

Kyomu listens as Captain Kagayaki gives him whatever information is available to him..or at least, what the old man can recall. His eye twitches when he hears that the Bount was defeated, not killed. He goes on to hear about the actions of this random Fullbringer. A Fullbringer acting aggressive towards a Shinigami? Again, Higen’s choice of wording told Kyomu that this was yet another potential threat that had not been eliminated.
The Phantom dismisses the information regarding the death of the human’s parents. The death of two humans was inconsequential in comparison to maintaining balance, and ensuring that the Soul Society remains protected. There exists now at least two liabilities...wait..three. He couldn’t dismiss the Quincy’s lack of presence. While true they could still be struggling to restore themselves, this could also be a ploy. Pretending to be weak to cause the enemy to lower their guard, it was a tactic he himself was not above employing.
"That area Captain Kagayaki shattered needs to be sealed off. From the ground to the exact location where he shattered time and space needs to be sealed. It could be a weak point that this creature can use to infiltrate the Soul Society. That would mean we need to move a large section of the Rukongai Citizens out, I don't care how they are removed. I might just be acting paranoid but I'd rather be safe than sorry."
Captain Oda’s voice surfaces while Kyomu assesses and plots silently in thought. Like Kyomu, Tenzen plans for the future — however, Tenzen fears a future that is farther than confirmed immediate threats. The Oda perceives the possibility of a threat exploiting a potential gap in their defenses. Kyomu believes by locating that sealed Bount and eradicating it forever, killing off the Quincy that were present as well as that aggressive Fullbringer and those allied with him, the number of enemies who would potentially exploit such a gap would be significantly lowered.
"We should also have all soldiers at the ready to invade or be invaded. We can't recreate the same events that befell the Soul Society centuries ago when the Quincy invaded. We have to be better than that, we have to be prepared..."
”Which is why we should head out now and kill them before they get the chance.”
“If there’s a time to prepare, more than normal.. this is it. Whatever war approaches, I’m willing to take any necessary precautions and measures to eliminate the threat. Should the enemy strike through the world of the living, you all can count on me to be the spearhead that destroys them on the front lines. I will not sit by and have my home, or anywhere under my care left to the devices of foreign invader.”

The Phantom retorts, only for the Knight to step in, offering his body as sacrifice to the cause once more. A noble gesture — but could it be trusted? Could he, as he is now be trusted?
“Weakness. That is what my eyes see.”
Before anyone else can respond, before the back and forth can continue further, the Commander who had been deathly still and silent as the grave, finally speaks. What could they do but listen?
“Captain Mukuro.”
Kyomu does not move, he stares ahead as his name is called.
“Under your care, ninety six prisoners have escaped from the Nest of Maggots. Ninety Six threats to the Seireitei now run rampant throughout the Rukongai. As such, you have ninety six hours to locate and capture these souls, as well as the one who released them. Should you fail, you will be stripped of your Captaincy, and expected to serve each inmate’s sentence yourself. You report that the Rukongai Districts have radicalized against us in light of recent events. They will give these prisoners refuge in exchange for harnessing their power against the Gotei Thirteen. The Onmitsukidō’s Patrol Corps will now work in tandem with the Seventh Division to put an end to both matters. You will oversee this personally.”
Kyomu clenches his fists, actively commanding his body to remain still as his anger begins to bubble and boil. Anger towards those elders he had killed for their plots and games that forced his hand. Anger towards Xiaolin who’s arrogance and pride and possible treachery now places him in a place of shame and embarrassment once more. Anger towards his squad, who failed to find him the source of his current troubles.
He listens to the Commander’s words, finding his life once more on the line, once more dangling on the thin thread that is his mercy.
“Captain Nakamoto.”
The young Captain who had the most to say, who demanded the most was now addressed.
“From this moment on, Shinigami of the Fourth Division will no longer be required to stay complacent within the Sōgō Kyūgo Tsumesho. Instead, they will serve as a first response, expected to arrive on call at a moments notice. You will coordinate with the Eleventh Division, who will accompany your medics into battle when summoned. As Captain of Fourth Division, your jurisdiction now extends beyond the Seireitei’s walls and into the World of the Living, with those under you granted express permission to use the Senkaimon when under escort. The First Division will allocate the necessary funds, adjusting your budget for expansion as you see fit.”
The Fairy finds his responsibilities expanded along with the resources necessary to meet and match this expansion. While those who once had the luxury of ever being safe behind the walls of the Seireitei are now forced out into the field, this will serve to not only increase their experience but their rapport in the Seireitei as well. While Kyomu does not question the judgement of the Commander...he does despise it.
“Captain Oda”
The Vizard, another Captain spared by Shobatsu, another victim of both the Commander’s power..and his mercy.
“Kiniro Yorugao is dead. His body was recovered along with the remains of Plus souls at the location of the Kōtotsu’s appearance. You will be granted clearance into the Shinigami Research and Development institute, so that you may analyse their remains. You will launch an investigation into the Dangai for any suspicious activity, then you place an official report upon Lieutenant Oki’s desk, along with the Dangai Records you speak of. You have my permission to seal off the area of the Kōtotsu’s arrival, and will work with the Twelfth Division to guarantee that there are no abnormalities.
The congratulations of your rise to Captaincy are negated by your failure as one. Do you think so lowly of the Gotei Thirteen, that we would rely on a Hollow to defend us? Do you admit that you are undeserving of your role, so weak as to be a victim, so desperate as to count on the power of a Hollow? Remember that you are a Captain first, and Vizard second. You will not merely control your affliction, you will master it, or you will die a Hollow’s death.”

Shobatsu dispels the suspensions and paranoia of the Oda regarding the man he perceived as a suspect to the Kōtotsu event. Like Yu, Tenzen is afforded the very thing he so desired to ease his worries while simultaneously furthering the defense of the Seireitei and Soul Society as a whole. Though he is chastised afterwards and his life is once more placed in jeopardy on threat of failure, it changes nothing for the man. From his response, or rather..lack thereof at Higen’s threat, it meant the Oda either did not care about the words or threats from his peer...or, he was expecting it. Regardless Kyomu understood that, the threat from the Commander changes nothing for Tenzen of the many Faces. Should he fail to master this power or fail to control it, he will most likely find death. The executioner’s hand did nothing to change the matter.
“Captain Kojima.”
The Dragon, the man with the most free time and the least to say or contribute to this gathering now finds himself under the spotlight of Shobatsu’s focus.
“You will prepare for war. Continue bolstering your numbers, restructuring your ranks, and training your Shinigami. The Ninth Division will run continuous patrols along the Seireitei’s walls, and will form stations at each of the Four Great Seireimon. You will establish the Kojima Commando Unit, training your four strongest members to provide you direct support at the first sign of a threat. They will become an extension of yourself, so that you yourself will not become overextended. You will teach them shunpo, so that they may make the ten day journey between gates at a moment's notice, and you will condition their strength, so that should the need arise, they will be able to lift and close the Seireimon. You will personally oversee our security measures, and ensure that the Gotei Thirteen is prepared for an attack. You will have my authority to collaborate with the other Divisions in order to see to this task. Should even a single flaw be exploited, it will be you that pays the price. I will be expecting a full report once your analysis has been concluded.”
Captain Kojima gains more responsibility, or so it appears. In Kyomu’s eyes, he was more or less told to continue what he was doing. Thus far Kyomu stands as the only Captain deemed a failure, the only Captain issued an expiration date, and he hates the others all the more for it. Despite his planning, despite his efforts to salvage what little he had left, it was still not enough.
“Captain Kagayaki. You sacrificed your body needlessly. Living in fear of your own power, you never dared to tame it. That is why your body is broken. That is why your mind is fractured. You are no different from the Vizards that you hate. A victim of your own power, you claim your hesitation to act was warranted. Who are you to pass such a judgement? I told you once, while you grovelled at my feet, that you need only fear what you cannot control. Rather than seize this control you chose to wallow in your fear, you chose to hesitate and leave the burden of protecting the Seireitei upon the shoulders of your comrades. You did not act as a savior, you acted to rectify the problem your fear created, and in the process removed yourself from duty. Do not let it happen again.
Your vision validates Tenzen’s theory, and as well as my own suspicions. You will write a full report and submit it to Lieutenant Oki. Then you will report to the Twelth Division for a scan of your mind, we will see how your encounter with this being has altered you, as well as attempt to recreate the vision from your memories. Following this, you will report to Captain Oda and the Kido Corps, who will erase any influence of this creature, and prevent any further interference.
The bount your Division faced, as detailed in Third Seat Hyouzoku’s report, was Nicolas Klaus. Created by former Captain Ran'Tao of Twelfth Division, and defeated by former Captain Rukia Kuchiki of Thirteenth Division. Captain Kuchiki defeated the creature through the use of her ice elemental zanpakuto, Sode no Shirayuki. The outcome of this sealed the creature into a pocket world within a snowflake. When this snowflake lands upon the world of the living, the Bount is capable of escaping its imprisonment for a limited amount of time. Should this creature appear again, ensure its demise before it can return to the safety of solitude.”

The Knight is openly reprimanded by his sovereign, the Commander’s Champion is revealed to be flawed, his armor tarnished. From Shobatsu’s words it appeared as though he too suspected the possibility that something could be going on inside of Higen, did he also perceive the possibility that Captain Kagayaki was secretly compromised?
Suddenly, there is a shift within the very room. Kyomu’s wonderings, his anger is choked out by the Commander’s presence.
“For the past two years, I have stationed an agent within the depths of Hell. His task, to locate the Captains lost to the Shattered Dimensions event, dead or alive. His orders were clear, he was not to return without information on their whereabouts, at risk of death.
This evening that agent, Yami Mochizuki, knelt before me to report.”

Kyomu listens intently, having to temporarily shelve his own dire situation. This was the first he had heard of this covert mission. He didn’t expect that even after all this time, the Seireitei would still be devoting manpower and wasting time trying to find those former Captains.
“He claims that the God King has escaped Hell. This act is thought to be impossible by some. However, there is tell of a Togabito who once used the power of a Vasto Lorde to break his chains and be free of the grip of the Kushanāda. Vincent Bauttista, the former God King of Hueco Mundo, possesses power beyond even that. Along with our Captains, and the Quincy Empress, the God King went missing during the Shattered Dimensions Event. It was his absence that allowed me to restore the balance of souls by halving the population of Hueco Mundo. It is likely that this creature has been trapped in Hell, and has amassed enough power to break his chains and escape. I have dispatched an agent from the Eleventh Division to Hueco Mundo in order to confirm these claims.
This news coincides with the revelations of our meeting. Unseen forces are bringing forth forgotten enemies, tipping the scales of fate in their favor to see how easily we may fall. I see as they do. Hypocrites, who claim to protect the balance of souls and yet live as unbalanced men.
Doubt. Anger. Fear. These cloud your minds and corrupt your souls, distracting you from the only thing you must act upon. Duty.
You stand together as cowards, traitors, monsters, and fools. Forget your petty notions of each other, your opinions are of no significance. I do not command you to hesitate, to fear, to hate, I do not command you to dwell on your past, worry for the future, regret your actions, or hold your ideals. I command you to be strong. I command you to do your duty. To fight and die for the balance of souls. You will stand together and die as Captains of the Gotei Thirteen, or you will live bowing down in disgrace.”

”Escaped from Hell? Imposs-”
The Commander’s thundering voice disrupts the Phantom’s inner thoughts, as if Commanding even his mind to silence itself as he speaks. Another covert mission, and again someone other than the Second was sent to accomplish it. It's as Kyomu thought — no, not thought. It's as he knew. His squad had become unreliable.
“Before me stands the greatest souls Shinigami have to offer, but what I see are insects. Capable of carving through mountains should they stand together, and yet choosing to stand alone and be trampled. What I see is what every being sees. From the most insignificant of souls in the Rukongai, to the God King of Hueco Mundo. What I see is Weakness
Kyomu’s body tenses as a blade finds itself embedded in the wooden floorboard between the Captains. It wasn’t just any blade, it was the Zanpakuto of Shobatsu Murasaki himself. It is a blade that at least three of the five gathered Captains have experienced...intimately.
Shobatsu rises
The Commander, never one to move when unnecessary, abandons his throne. At his full height, all the gathered Captains are mere children in comparison. His steps, slow, steady, casual..perhaps purposely so. With eyes closed he continues on, passing the still tensed and paralyzed form of Kyomu and the stoic frame of the Vizard Oda. The Fairy King Yu, like the others, is passed without a single glance from the titanic Commander who seems to even ignore his Zanpakuto still stuck into the ground, a blade that is quickly engulfed in flames of black and purple as if demanding its master’s attention. The Knight and the Dragon are appropriately passed and ignored as well as the Great Judicator approaches the entrance that serves also as the exit.
CLACK...CLACK..CLACK..CLACK
The Commander stands at the door, the massive hall once properly lit now finds its light swallowed. The sword turned torch acts as the only light source, flickering about to scarcely illuminate the faces of those Captain’s, frozen in place at the Commander’s presence. The heat in the room has increased significantly, turning the hall into a mini oven.
Shobatsu opens the door, his massive frame denying the Captain’s the luxury of the light from outside. They would suffer in the darkness and the heat, surrounded by allies whom they perceive as enemies and threats.
Before the Commander departs, he leaves them with one final command.
“Do not leave this place until your blood has been spilt.”
THUD

The door finds itself closed with a resounding boom, deep and heavy leaving the Captains now alone with silence, the heat, darkness, condemning flames...and each other.

POOF
Sealed inside this room, surrounded by blackness and sweltering heat, it now finds itself abruptly filled with a heavy cloud of smoke. With the limited visibility from the flames, its glow seemingly paints the thick veil of smoke purple. It quickly swells, filling the room in its entirety, though it is difficult to tell its point of origin, appearing to birth from the Fairy King, the dragon, the Knight and the Vizard Oda simultaneously.
While it was already difficult for one to see given the dark setting of the room, visibility is further obscured now by the swirling smoke. The sound of a sword being brandished — and in nearly the same moment, the Dragon finds a blade nearing his neck, arcing from the right. With the darkness and now the smoke it is impossible to see the attacker, but sight is not needed for those present. Kyomu’s hostility is felt within the blade, his reiatsu briefly sparked in that single burst of movement.
The Commander demands blood be spilled, while Yu certainly deserves the Phantom’s ire, there still remains a debt to be paid from the jester of a Captain after all. It is Captain Kojima after all who rained accusations on Kyomu during a time he was most vulnerable, eager to save his Lieutenant, and it is Captain Kojima’s division who is responsible for the magazine that further spreads the propaganda regarding not only the assassin, but his division as well.
Perhaps now was the perfect pretense to address these unspoken issues, the Fairy’s wings could be clipped in just another moment after this matter. His reckoning was certainly due and on its way.
