Trailing behind the phantom was like following nothing at all, a gust of air fluttering aimlessly before the Captain, flowing through the hall to take his place. Breathless, hardly a pulse, the man was truly a specter. Higen would be remiss to both deny and ignore his ill-harbored feelings towards the assassin, as a man of virtue, Kyomu’s profession along was enough to make him feel cancerous to the Knight. But in truth, were they so different? The details had not yet come to surface in front of them all, but there was a bigger meaning to his actions against Commander Murasaki all that time ago. Even so—amidst the brief humbling that had taken place at the Commander’s hand, there was a sense of duty about Captain Mukuro that could not be disregarded. Higen’s exchanges with the youth were short and few, and for some reason despite Kyomu’s cold and calculated ways and his apparent intent on the destruction of the Captain Commander, he oddly did not feel like the largest threat in the room. He was chosen by Commander Murasaki to keep his haori even after his actions, and this alone was enough to give Higen clarity. With Seireitei in an everlasting recovering state, good soldiers—no—good killers, could not be turned away. However, it was an impossible task to turn a blind eye to the antics of Second Division as a whole. Their plot of a coup, their hollowfied lieutenant; it, much like the seireitei itself, was a mess.
Lurking behind Higen’s towering frame like another shadow was the ever-calm and collected Maho. Young Maho, Captain Kojima. It seemed that the two’s paths were somehow intertwined, always walking shoulder to shoulder in the grimmest of circumstances. On a better day he would have had more words for the man, but Higen’s focus was on saving his words for the meeting, had it needed them. The familiar herbs that fattened Maho’s cigars caused an eerie smoke to creep past the Knight’s nostrils, not particularly distasteful but it wasn’t for him. He preferred to keep his mind, and lungs, clear. The rambunctious dragon and his army of reporters had been doing their best to keep the Seireitei well-informed, but Higen and possibly many others could feel the possible lingering of disdain and doubt within Maho. The events of the Kototsu were like a scar for them all, or at the very least the two of them. Perhaps if he had acted sooner, Higen would not have needed to act at all. Higen felt no need to issue blame, but he had never thought to properly talk out the events with his comrade. Even months ago when Captain Kojima had asked, Higen completely closed himself off. Perhaps Higen depicts a thin line between when Maho is being endearing, a friend, a comrade, and when he’s just looking for the next scoop.
Behind him there is another. Perhaps in another life the two could have been friends, of some sort. For now he was simply a place holder, until another version of himself feels the need to come forth with a more sinister mind. Tenzen Oda, he was not the first Vizard Captain, and perhaps he wouldn’t be the last, but no level of desperation should allow such travesties to happen under our nose with no punishment. Even if it was not him that enacted the process, that willed the curse upon himself, perhaps it was his lack of preparation or understanding of something so dangerous that allowed things to reach their current stage; Perhaps that was the crime. Everyone else proceeds normally, Higen cannot. How can those events simply be ignored? Higen does not even glance, at the “Captain”. Another chosen one of Commander Murasaki, just what was the ancient man thinking?
Captain Nakamoto arriving last was to no offense to Higen, someone who has spent more than enough time within 4th Division to know that the Yu remains busy, and there is always much to handle. It seemed the fairy fluttered his wings and things simply.. got better. His skills as a medic are unrivaled, and perhaps their value has been depreciated by Higen’s silence. He had never taken the time to properly thank him for babysitting him hand and foot for months, for reviving the Shining Knight out of his dark abyss. Yu was valued, and while being able to fix nearly anything you touch was a gift, it had also become a curse. Just as many people as Yu saves he also watches perish. Just what type of toll does the outcome of a never-ending war have on one opposed to violence?
As Higen begins to take his place the very air around him begins to shake, the veins in his body pulsate as if wishing to be freed from beneath the layers of skin. His teeth grit against each other at the back of his mouth, molars fighting to stand still. Fighting such a force, he still cannot help but look around the corridor, noticing how few they are.. how the scars of the Shattered Dimensions Event still plagues them so. The Head Captain opens his eyes, glowing blank sclera hiding deep within his sockets. His oppressive power striking down on them all like a fist of judgement—
“Report.”
The Great Judicator commences the meeting.

Kyomu steps forward, his expression blank as it is often.
“Captain Mukuro of Second Division.”
“In light of recent...events, I’ve come across some information that is…”
Kyomu seems to pause, as if hesitant.. yet everyone waits with patience ears to hear his report, the one who is most silent, forced here to divulge the inner workings and tasks of his division and its function over the passing months.
“We’re all aware that there were many deaths and homes destroyed and lost during the rogue Kōtotsu incident. It's been brought to my attention that there are those within the Rukongai who are less than pleased with the outcome...or rather, the speed of the outcome. The people have begun to gather together, displeased with the Seireitei.”
Hm? Higen grumbles beneath his breath, in confusion. The speed of the outcome? Of course this was a factor but had their not been an outcome there would not have been a Rukongai. Higen’s time in the Rukongai was short, but he understands how proud the souls there can be. At the same time, homes can be rebuilt, lives are reborn; Higen had only come in contact with those that were grateful.. he was unaware that there was an entire crowd that… wasn’t. Perhaps his sacrifice was in vain to some.
“During the attack, it would seem that...Third Seat Xiaolin, Warden of the Nest of Maggots..left his post. As a result, due to the excessive damage and chaos, a number of prisoners have escaped...and Xiaolin is currently still missing.”
This man was a stranger to Higen, an insignificant casualty it seemed… any man who flees is not worthy of his position. Still, the thought of escaped prisoners is one to cause concern, considering how spiritually powerful many of them tend to be..look how many previous convicts are seated members in the Gotei 13.
“I’ve issued the order that Xiaolin is to be located and captured immediately...dead or alive. I’ve also dispatched a party of three, spear headed by my Lieutenant to head into the Rukongai districts. I have a subordinate from my squad who has been within the Rukongai for the past two years undercover. His intel regarding the situation within the various districts will undoubtedly be integral in not only fully assessing and determining the situation within the Rukongai, but also possibly locating the whereabouts of the fugitives from the Maggot’s nest.”
It sounded like for the most part that Kyomu had the necessary measures for containing this threat, as well as finding its source.
"If it would help, Captain Mukuro, I can lend you some of my troops from the Kido Corps to assist in tracking and capturing the fugitives. With the aid of Kido it may speed up the process so that we can contain those criminals once again."
Higen remained silent, it was not his place to send Shinigami to the Rukongai as well, there were more than enough things beginning to unfold in the World of the Living that they’d be forced to handle. His sapphire gaze now shifting back towards the massive throne and its giant, perhaps he had thoughts, concerns, or even orders for them to carry out after their dispersal. If he didn’t—however—Higen would find himself looking toward Captain Nakamoto, who would undoubtedly be next to speak.
